The Atwood 6 gallon gas LP only water heater was over heating and blowing off 200 degree water. The aqua-stats were replaced and all seemed okay. I noticed that I could smell gas when the water heater was off and found that the gas valve was in fact leaking as was the one in the previous camper I had.
Bench testing the valve with 15 lbs of compressed air with the valve in the closed position:
